if you manage to get it off, maybe putting a small amount of petroleum jelly around the contact point would help?

Well if it's new it will take some time for it to loosen up. I have the vertex IN-180 which is a bit bigger than what you have. But i think there is no difference in design just the size of the skimmer. It was a bit tight when i first got it but eventually much easier to take off now.
If it is a used one probably do what was suggested above. |

It was used, came with my tank. It will only be used until I buy a bigger one.
