CO2 shouldn’t be an issue if you ship via ground, even then the container needs to be empty.

Any containers regardless of gas unless as long as it is pressurized will require special handling.

If you ship air, then you need to keep the valve open so it is not pressurized.

Also if you are concerned about the residual CO2 in the tank, you can blow air into it via a bubbler to exhaust the CO2 from the tank.

Don't waste perfectly good CO2!! Fill a bunch of 2 liter pop bottles 3/4 full of water, put a bicycle valve into a cap, release the CO2 into the bottle thru the cap/valve via your regulator, shake, and voila, you have carbonated (sparkling) water. I've long been wanting a CO2 cylinder to make my own soda pop.

You need to hook your regulator back up and have a controlled release or you throttle the valve to have a slow release. I am assuming your bottle is fairly full
