I've been using Blueline's Tsunami AT-1 for years with no problems.
A little bit over your budget but close. You might find it cheaper than MOPS.

go to www.autotopoff.com they have some really simple systems that work great. Get the dual float switch for either sump or tank mount and you will have absolutely no problems with that. It is right in your price range and it is an amazing product. I ran it for 6 months on my system and loved it.
