i would move it up to 12" or add another fan blowing in between the light and the water.

Is there a glass canopy, because any time I've added fans to cool the water, controlling evaporation was a PITA. You'll probably find your humidity much higher & you're need to top-off much greater.

Thanks for the replies.
I think my heater was about 2 degrees too high. I've adjusted this and will see what happens tomorrow. Anthony, I'm not using a glass top. (I realy don't like them for some reason.)
