Hi Lily,
I have the same skimmer and went through the same headaches setting it up. Etss' are unbelievably sensitive to any changes in salinity, pH, alk, or sometimes just someone sneezing in their vacinity.

Try adding a ball valve, or better yet a gate valve, to the air intake and doing your minor adjustments from there. Break in time on these can be weeks, so you have to do very small adjustments, wait, then adjust again.

I spend 6 months trying to get a consistent skim off mine, adding the ball valve made a huge difference. I've talked to several people that suggest you elevate the skimmer to at least 12" above your water line as well. Mine is mounted on a shelf beside the sump, but I didn't really see a difference.
