My son works with pairing . He uses smaller tank like 10g with a partial egg crate divider and nothing else for one of the fish to be possive of, this divider will give the one getting chases a way to swim away and around as well as let the female make the male summit and stay in a area. Get a net breeder put the one that is getting beat up in there to heal this will give them time to see and be close but not fight . When the little guy is healed try to reintroduce but you need time to watch them. This might take months of in and out of the net breeder.
Sounds like a lot of work and it is so you don’t loose a fish and some of those clowns are big $$$$. At the end of the day some females just will not except certain mates.
