Your tank is technically "done cycling" since ammonia and nitrite are zero. 
 
Nitrate reducing bacteria won't populate dry rock for months - usually 8 to 12 months is when you start to see a decent population of denitrifying bacteria. This is one of the biggest differences between live rock and dry rock. 
 
It sounds like you ghost fed the tank a fair bit too much. You should have ended up with about 5 to 10 ppm nitrate. The only thing you can do to reduce nitrate right now is to do a very large water change. I would do as close to 100% as you can. You may need to do a couple large water changes to get the nitrate around 5 to 10 ppm before you should start stocking the tank. 
 
I hope you had the lights off in your tank during the cycle.
