Are those LEDs rated to run at 1.3Amps? Looking at it from your photo doesn't seem so especially the red one.
Do you have the rating for those LEDs double check the soldering job as to not cross wiring and no loose solder around them. never worked with the meanwell drivers as to weather you require a potentiometer or not to run properly.
