Linde is the cheapest for me, but that's cause I do work there and just exchange tanks.
On that note, most places exchange tanks, not fill up yours, so if you have a pretty tank you want to keep you will pay a bit more.

Paintball places charges like 8 bucks to fill 20 ounces. And even then they are getting away from CO2 so they might not even have any.
