Live rock is listed in CITES as Scleractinia and is an Appendix II restriction, which unfortunately means it must be accompanied by a CITES certificate if you attempt to bring any into Canada from outside Canada.

But from point A in Canada to point B in Canada, knock yerself out Once it's in, it's in... No different than buying a box of liverock from, say, J&L via mail-order.
