When I built my sump tanks I waited 2 days and added water. I thought it would be fine as well but I later realized some parts were still sticky and left black on my fingers after touching. One tank ended up leaking on me and I think it was because I filled too soon.
FYI the silicone was black Perennator AQ 201. I'd wait if it were me. Colby told me to wait longer than that still If I'm remembering correctly.
