Ok your best bet if this is what you want to do is to run the carbon in a filter bag, that way you can yank it out to change it. I'm not really sure that changing your phosban out at the same time is a financially sound idea as it is designed to work for months and the carbon only weeks. By separating the two you can easily change out the carbon without having the two mix.

Quantities. Unfortunately running less phosban doesn't mean you change it more often, it just means you're not using it as efficiently and there isn't enough phosban to get your phosphate to zero. In order to use it properly you really do need to run the suggested amount on the container. As for carbon, I run about a cup for my 100g water volume.
