Default trading hair algae for tubeworms??

I have had my FOWLR aquarium for about 3 years now, before that my brother had it for a few years. He wasn't able to do proper maintenance on it because he travelled for work. When he set it up fowith me he had an UGF with a 6" substrate of 1/8"-1/4" aragonite. I think that he had OTS and I have been trying to get rid of hair algae that covered the rocks for 3 years. I had to switch tanks a month ago because there was a leak and removed the UGF and 4" of substrate. I think that the UGF was the problem, although all of the tests were in the normal range when it was in. Since removal, the hair algae is dying and being replaced by tubeworms. How do I control the tubeworms in the rock?
