po4 in my LR HELP

Got my LR from a lady that i dont think took care of very well, been having algae issues ever since and i got my Live sand from her too. So i thought it was my sand and i removed most of it almost got it all, still having issues, i run carbon, and Foz down, still looks ****ty, so is it my LR and what can i do about it, take it out and boil it, vinegar bath, pressure wash it and let it sit in the sun for a week i dont know. the pix are not the best but you get the idea
