I don't think it's HLLE. Other than the red nose, I also see some abnormal color patches throughout its body and tail. Can't tell very well from the picture, but are those patches red-ish? If yes, it may be bacterial infections. If it was me, I would scoop it up and treat it in a QT/HT with antibacterial. If you don't have a dedicated QT/HT, a 5 G salt bucket will work with treating of NH4 regularly.

HLLE usually shows up as small pits or erosions along the head and/or the lateral line of a fish. hence the name Head and Lateral Line Erosion.
