Importing Fish

I've been wondering how to actually bring live fish and live rock from the Philippines to Canada B.C (the rules and regulations) I'm not asking how to pack them...I would like to know the laws and regulations... I've been wondering for awhile. I'm not sure if any Filipinos here have tried it.
