What species is your seahorse?
If it's H. comes, it will most likely be very slow growing. If it's H. reidi, it may be a runt. Try making a blended enrichment with water and Dan's Feed from seahorsesource.com and enrich medium to adult brine shrimp, feeding about 3 times a week. Sometimes it's a nutritional delay of growth.
