Anthias problem

I got a couple of anthias a few weeks back, one is fine, eating well swimming around but the other one seem to only swim along the bottom of the tank. I haven't seen him lift off the bottom at all. Could this be a swim bladder problem? They are still in 10 gallon QT right now.
Anyone have any idea what this could be?
