Don't know about Vancouver but an alternative to ebay might be mops.ca - they have inexpensive drill bits too. Not too sure about lead time though.

I have that size, I'd mail it to you if you can't find anything local (you'd have to promise to mail it back ) but .. well, its probably not any quicker than the other options.
