I have a heater for my 5 gallon quarantine tank and it has a dial and when i set it to heat to 80 degrees it heats to like 95 and never stays stable... any ideas????

The dials are often not accurate. Just try setting it at 70 or something, and see what happens. Personally, I would chuck the heater. Heaters are cheap, a tank full of livestock isn't. Yours is just in a QT, but I bet most of the fish that pass through there are worth more than a heater.

The dial as in like an jagger heater or one like an older style Thermal? If its like a Thermal with the hard plastic,you can lift the plastic shroud up and turn backwards to lower the setting(or raise). You may have to play with it for a bit. Or just throw it out and buy a new one!!
