Depends on type of ballast, type of bulb, age of bulb and type of pendant.

A new 175W ballast is <$100, and used bulbs usually sell for 80%-0% of their original cost depending on age and brand (spme exceptions do apply of course).

What type of ballast? Your standard tar ones? What type of pendant?

I don't think I'd want to pay more than $60-$70 for a used 175W ballast..even less if its a DIY one...but that's just me.

Default So would you buy new instead of buying a used ballast?

Is it worth buying new are you usually taking a big chance when with lighting bulbs when buying lights used?
