Default MH Ballast Replacement

I know generally MH ballasts fail and just stop working. Is there a point before that they decrease output? or shift color temp?

I suspect my 250W ballast is toast, anything that is touched by the light from my 400W is growing like a weed, shoing great color, etc. But anything under my 250W with brand new XM10K bulbs is having a rough life. I've moved stuff around to prove this out, and seems to be what i suspected.

Coral is browning out under the XM's, not bleaching, so this generally means not enough light. These are the same bulbs(but new)i've always used and had GREAT colors with. Now i have a brown SPS garden. At first i thought it was recovery from my crash, but now that my SPS under my 400W is doing great, i'm suspecting that my ballast may be having issues.
