Is there a date that we are not supposed to make any changes by. Can we re-aquascape any time we want. Can we replace the live rock at any time? If we have room in the budget can we add new livestock at any time we want?

I don't have an issue with it but eventually you're going to have to stick with something.

So far your tank progress seems a little strange to me. I'm not sure that keeping "non-contest" corals in it is fair or should be allowed. I mean it's one thing to do this for temporary storage but it should be done discretely and I don't think you should be posting pictures of the corals in your build thread. If a coral is placed in the tank it should be added to the budget. Yes it was agreed that you could remove livestock but for different reasoning.

the only reason the corals are in there is that i am just waiting to get the light set up on a different tank. i know it doesnt look good as far as the contest goes, but i have no other tanks with the light to support it right now. just triing to get a new bulb and canopy so i can move these corals.

When is the last FTS that will be judged? When does the contest end?
