Default hagan 802 powerhead

Dumb ?? but Can they be submerse completly
On the box and on the powerhead it states do not immerse below this line but instructions say it can be completly sunk.

I have one right now running as my return pump. Its fully submersed and been going strong since December.

I have all of mine right in the water with no problems. But I do run a grounding rod and all plugs are GFIC just in case
