Why wont this grow?

Had this frag for over a year now, it hasnt done a thing, no matter where I place it. Other sps have moderate growth. Has nice baby blue tips.

Scared to. leaves a spot for algea if tissue doesnt cover it. sides, its never even encrusted.

last I checked, Ca 430. Alk 9 adding 30ml daily of b-ionic 2 part as well. Like I said, other corals are growing ok (not massive growth, but noticeable) this one,nada. Almost like the darn things ceramic.

How stable r your para's, around water changes?
