More than likely a build up of protein. You can direct one of your powerheads to the surface. Are you running a protein skimmer? What kind of filtration to you have on the tank (mechanical)?

What size is your tank and what power heads do you have. The film on the surface of the water will hamper you gas exchange. So you can direct one of your power heads to agitate the surface of the water and mix in the film of protein and allow it to be removed by your filtration and skimmer.

Hagen makes a surface skimming attachment for the Fluval http://www.bigalsonline.com/BigAlsUS...surfaceskimmer it is a very cheap add on and will solve your problem.
