One of the ballasts is running the bulbs dimmer and more blue than the other. It is also inconsistent in intensity. It will suddenly go bright, then dim, bright again throughout the day (not extreme, but noticeable). I did all the troubleshooting I could and the problem is isolated in the ballast core itself.

All this time I thought it was the old bulb losing intensity, and the new bulb needing to burn in but turns out it was the ballast all along.

Oh well...hopefully someone will have one available. If not, I can't imagine a new bare SA ballast costing too much (the cap and ignitor are still good).
