Refugium Question

So Ive recently set up my refugium with a 5" DSB and two pieces of "choice" LR to seed the area with critters.

Since then there seems to be a dusting of brown debris, almost like deitrus, but I know its not Cyano. Is this normal? Right now I dont have my skimmer going, so this could be the leading culprit, but this stuff isnt developing in the DT so thought Id ask.

Pic? I am not super familiar with the exact appearance of Diatoms but I dont think its that. If so, whats the "cure"?
