uv sterilizer wont light up??

I was wondering if any one could help me on this ..I have a coralife 36 watt uv sterilizer with a new bulb but still wont fire up ??? I was wondering is there any way i could rewire the fixture to a florescent ballast with the same specs...any help on this would be great....thanks
