Jenny, can you detail a little more the type of setup and plumbing you have? Do you use a sump and does it have baffles?
Can you post any pics?

Are the air bubbles really tiny? If so then they are microbubbles, and the likely sources are

1. Air leaks in your plumbing
2. Skimmer
3. Falling water

The solution(s) depend on what is causing the microbubbles, so we need some more information.

Are you running a sump? What is your plumbing setup? What is your skimmer?
