What is this? Yes it is black and feels like a sponge. It pops up in a tank I maintain here in my town.
There's a couple of them in there.

Yes but what kind? The tips are hollow but not all the way through to to the bottom of the stalks.

That's a cool looking sponge if I ever saw one!

Yea it's cool.
But it's black. I've pulled pieces of it out and it just grows back.
