is it possible for me to take good pictures under actinic lighting using an ordinary digital camera??

Can you set the white balance on your camera? Check the manual, what model camera is it?

If you have a whitebalance option on your camera you can adjsut it to compensate. Lots of camera's have auto funtions for this, with outdoor/indoor/low light, etc settings. try different settings and see what you get. On my Nikon i can use macro mode then change the whitebalance to make the lights look half decent, play with it, see what you get.
