Good old outdoor BEHR paint works well.

Um yea maybe just a bit do you regularly flood your area your stands are in?

I assume that the paint you speak of is much more expensive than standard outdoor paint?

yeah its usually over $25.00 a pint on sale, it works good, doesent peel and flake from saltcreep, if something breaks or leaks it just makes a big pool of water without wrecking anything, heck that paint is the cheap stuff, all the metal stands I use get powdercoated...

I used a white primer sealer, it's not 100% water proof but it's water resistant and easy to clean.
