Who says it's what it is?????

So I'm trying out the prodibio start up for a new tank were setting up it's around $40 for a few vials and after reading the instructions it tells me to empty the contents into the water and it will help speed up the cycle, my question is are the vials filled with fresh water or are they actually filled with helpful bacteria and how does one tell if it works when patience will eventually pull through anyways and cycle. ????
