Non live sand

Does anybody know where I can get non-live sand that is reef safe? I've seen some posts on other forum sites saying that you can set up an aquarium using this type of sand because there is no need for live sand at the onset of a cycle. Can I seed non live sand with live sand like I would seed base rock with live rock? Thanks!
