Default Volts into tank

We are currently running two tanks with Euro-reef skimmers. Having some problems with one tank and checked things out with a meter. Came down to the Sedra leaking over 30volts. Decided to check out the other tank and that Sedra is leaking over 40volts.
Barru used a couple different meters as well.

Have an email into Euro-reef, one of the pumps is under warranty I know. What's normal leakage on these pumps ? What's a total acceptable tank total for leakage? I know there was some leakage from the powerheads and heaters.

try borrowing an oscilloscope see how it fluctuates looks pretty kool
