Default anyone try an evaporative cooler in Vancouver?

Has anyone tried using an evaporative/swamp cooler to cool their rooms? Does it work? I read that they don't work well in places with high humidity. Just wondering how many degrees cooler it can cool a small room. An example of a swamp cooler is the Convair.

I have a fan blowing across the top of my tank now that probably cools the tank 3-4 degrees. But now, the humans in the room need cooling too. Its a hot summer.
