Default upgrading!

Hey everyone, i am sure this has been asked numerous times but i cant find any god threads on it. I am upgrading my 10g with 11lbs of liverock to a 39g CADlights tank.

How should i go about doing this? the obvious way is to let the 39g cycle with the extra 25+lbs of LR and LS and once its cycled add the 10g stuff. But i have been reading around and some people set up the larger tank with NEW livesand and NEW water + the old water and corals and what not and cycle the 25+lbs of LR in a separate basin for however long it takes. What is the quickest and safest way to go about this?

Thanks

Dylan.
