Default Calcium reactors with effluent chambers

What happens in the effluent chamber, how is it plumbed in? Why is it full of media as well?

I've been all over the internet but can't find anything explaining it.

Don't take this as 100% but here's what i get from what i've read. The second chamber is used to bring the PH up and use up any CO2. As i passes through the media in the second chamber it will dissolve the media, use up any extra CO2 and raise the PH. I think that's haow it works,but i don't have one so can't say for sure. They are plumbed with the output(effluent) form the first chamber going to the bottom of the second and out the top.

Thanks thats what I kind of figured but it seemed like alot of extra stuff for such a simple thing.
