Default water won't clear

I added my substrate 2 days ago and the tank won't clear. All I'm using for mechanical filtration is a filter sock on the drain line going to the sump. It was clear then it went cloudy again. I am still running my 2 6055 nano streams at the 20v setting. The tank is 36X18X18. If I shut them off to let the water clear, would it just not cloud up again when I fire them back on?
Suggestions please.

when the bacteria starts attaching to the substrate, it will start to clear. just takes a little time with a new fresh setup.
