Default Can I do this with a workhorse 7 ballast?

I want to run 4 60w T12 of the workhorse 7. This is the specs for the ballast:

Maximum Power: 220W
Model Number: WH7-120-L
Maximum Current: 1.82 AMP
Operating Voltage: 120 VAC

According to Fulham's diagram, you can only run 2 of these bulbs, which doesn't make sense, as the ballast has 4 red wires which potentially can connect upto 4 bulb. I figured that if you use all 4 wires you would essentially be over drawing power (4x60w=240W) from the ballast. Would this still work, I am aware that may run the ballast hotter and lessen the longivity.
Fulham also suggested using workhorse 8 if 2 or more of these bulbs are to be used. Workhorse 8 can do 3 of these bulbs but if Workhorse 7 can do 4 bulbs, I would much rather go that route. Can any electricians help?

I had the feeling that it would work, but is it safe to do so?
4x60w=240 and the ballast is rated for 220w, so does that mean more current will be pulled through the ballast or will the bulbs be running at 55W each instead???

They will be slightly underpowered but they will look just fine. I used to run 2x140W bulbs with one WH7 and it was fine.
