Default Bugs on water surface

I have what sure seems like small bugs on the surface of the water in my 33 gallon tank. They are white. Some seem dead and are just floating, but some move across the water so fast that it is hard to tell that it really was a bug. They are 1 to 2 mm across.

Any ideas what these could be?

Not sure, but I think I had the same thing at one point. They seem to have disappeared now though.
