Default Question on ballast for power compacts

I intend to supplement my MH with a 28W actinic. The ballasts at the LFS sell at $90+. Will the 28W actinic run well on a standard ballast from Home Depot /Rona(approx. $15), or does the ballast have to be electronic like the ones at the lfs

I think it will run fine as long as you find a 28W ballast. I ran my actinics on a HD ballast for ages before switching to a VHO icecap ballast.
