You could try Bartle and Gibson in the north or LiteMor in the west.

I checked at nedco and they didn't have any parts just ballasts. I found a place called lite more and I'm getting a new ballast for about 80 bucks. The capacitor by itself is 45 bucks so I figure I get a new ballast for an extra 40 dollars.
