Default Live rock needed

Finally today got the water in the tank so I will need live rock in the next few days not sure how much I need for 15-20gal......10lbs????

Cheapest is going to depend. Perhaps check the Bargain Finder. I still feel AI is the best shop in the city. Anyone know what the place in Devon charges? Try to get rock that hasn't been sitting around for too long.

Is old rock bad or just full of hitchhikers?.....how old is too old?....what should I be looking for?....hints anyone?

Exactly the opposite, older rock generally has less diversity, which is reasonably desirable. Although most any live rock will provide the filtration capability that we use live rock for in the first place.
