Lighting....zomg which one?!

Hey,

My budget isn't huge so I'm looking for something that will keep LPS in 18-24" depth and possibly SPS in 12". I may never dive into SPS but would like to keep it an option.

Was looking at this because of it's price/options:

Is that any good? The price is soo much lower than everything else I'm questioning it. I've also looked at this:

But quite a bit more expensive. However I've learned in this hobby that it isn't cheap and if I need to save up a bit more to get the better quality maybe I should. However if the Current USA would be enough then I would probably take that to save the money on the lights and get a WP-25 wavemaker to replace my annoying suction cup power heads.
