Bulkhead Gasket - inside or outside?

Ok, this is funny. I'm arguing with a friend about which side the rubber gasket goes on a bulkhead. So I need some proof that I'm right.

Does the gasket go on the inside of the glass (the wet side), or the outside of the glass (dry side)?
