Default fish has parasite?

I have a 75g reef tank that I inherited and was forced to move it, and set it up same day. The patient in question is a 1 1/2" orchid dottyback. Didn't see this guy for 3 days after setup(thought he died, or jumped).

Pictures don't reveal this but he has a white elongated something on his left gill. What should I do?

I was going to capture him in a net and try to physically remove it. My other option is to quarantine him. My 10g quarantine tank just got live rock yesterday. Has good parameters within acceptable levels for nitrate,nitrite,ammonia, salinity, alkalinity and I just put a live rock in it yesterday. I am concerned about moving him to the quarantine being that it is not really established and I don't want to stress him. help save this beauty please
