They're as good as any other. Not sure if these ones are enclosed or just the bare ballasts. Maybe Chin Lee can tell you that.

Ok cool, after thinking about it maybe an addition of 400w to my already 150W 20 gallon is too much. Maybe I'll go for 250W

One of the ballast has an enclosure that is large enough to put another ballast into (i'm keeping the enclosure I had for the second ballast) So to sum it up, its a regular ballast + cap, with an enclosure large enough for both ballasts.
