I use Loctite 404 with no issues on Softies. SPS I use Aquascape Milliput epoxy

Takes a little bit to get right. I find have to press some into the rock, and then press the SPS into the epoxy. Not much luck with it sticking Monti caps yet tho. I keep breaking the caps

Any Crazy glue gel will work. Don't have to do it underwater. Dry off the frag where you're going to glue it, then put a little blob of glue on the plug. Stick the sps frag in and you're pretty much ready to stick it underwater.

Super glue gel, epoxy, fishing line, hot glue and rubber bands have all worked for me. Heres an article for you:

Personally I only epoxy my sps frags directly to the rock. The epoxy can be frustrating. What I have learned is that 9 of 10 times the expoxy comes off the rock but the frag will still be stuck in the epoxy. The key is to really work the expoxy into the liverock. Then firmly push the sps frag into the epoxy. Minimize adjustments to frag as the epoxy will un-bind with the rockwork. Visually check that the epoxy is still bonded to the rock. You may have to re-work the epoxy into the rockwork especially around the edges.
